Bryce joined the firm in 2015 as an associate attorney. As a member of the firm’s Government Practice Group, Bryce provides general counsel to cities, school districts, and other government entities throughout Northern Kentucky. He also represents local governments in litigation in state and federal court. In addition to his government practice, Bryce represents individuals and businesses in probate and estate planning, consumer bankruptcy, alcoholic beverage licensing, and all types of litigation. He currently serves on the Board of Directors of the Northern Kentucky Bar Association.
Just prior to joining the firm, Bryce spent three years as Assistant City Solicitor for the City of Covington, where he advised City officials on a wide variety of legal matters during a period of rapid economic development. He also represented the City in state and federal court, as well as in administrative proceedings. Bryce remains committed to Covington. The Mayor recently reappointed him to the Board of Directors of Neighborhood Investment Partners, a nonprofit that strives to provide affordable housing in the city. He resides in Mainstrasse Village.
Prior to his time with the City of Covington, Bryce clerked for the late Justice Wil Schroder of the Supreme Court of Kentucky. Bryce graduated summa cum laude from Northern Kentucky University Salmon P. Chase College of Law in 2009, where he served as an editor of the Northern Kentucky Law Review.
As a member of the ASWD Government Practice Group, Bryce C. Rhoades is experienced in providing day-to-day legal representation to local government entities on a variety of important issues. Prior to joining ASWD, Bryce served as Assistant City Solicitor for the City of Covington, where he was closely involved with the City’s efforts to abate nuisances and improve the quality of life through increased code enforcement and other creative solutions. Bryce also oversaw compliance with state open records law and processed claims under the City’s self-insurance fund.
Bryce provides guidance, insight, and support to his government clients in areas such as policy development, legislation, procurement, employment, and human resources, zoning and historic preservation, economic development, and compliance with state and federal laws and regulations. Bryce has also worked closely with police and fire departments on their unique legal issues.

Bryce C. Rhoades is an experienced general counsel attorney to administrative boards and has participated in many administrative hearings on behalf of his clients. He has represented boards of adjustment, historic preservation boards, and code enforcement boards. Bryce is also experienced in Kentucky alcoholic beverage control law. While serving as Assistant City Solicitor for the City of Covington, Bryce worked closely with the City ABC Administrator and appeared before the Kentucky Alcoholic Beverage Control Board. Bryce has also litigated administrative appeals on behalf of his local government clients related to Senate Bill 2, the pension spiking bill, to prevent the unfair assessment of increased actuarial costs.

Bryce C. Rhoades served as a law clerk to the late Justice Wil Schroder of the Supreme Court of Kentucky, where he dealt with a wide variety of civil, criminal, and attorney discipline appeals to Kentucky’s highest court. Bryce had drafted appellate briefs in cases before the Kentucky Court of Appeals and the U.S. Sixth Circuit Court of Appeals. He has also argued before the Sixth Circuit. One of Bryce’s notable cases was successfully defending the right of a municipal client to form a Business Improvement District to improve the downtown business area.

Bryce is a resident of Covington, Kentucky, and he is committed to the community. He is currently a member of the Community Action Group for the Marge Schott-Unnewehr Boys and Girls Club in Covington. He also serves on the Board of Directors for Neighborhood Investment Partners, which assists the Housing Authority of Covington in providing affordable housing to Covington residents. Bryce also participates in the John G. Carlisle Elementary School Adopt-A-Class Program. He has also spoken at local elementary schools on the subject of local government
